Project MKUltra, also called the CIA mind control program, is the code name given to a program of experiments on human subjects that were designed and undertaken by the United States Central Intelligence Agency—and which were, at times, illegal.

Of course, the drug dose does not produce the transcendent experience. It merely acts as a chemical key — it opens the mind, frees the nervous system of its ordinary patterns and structures. The nature of the experience depends almost entirely on set and setting. Set denotes the preparation of the individual, including his personality structure and his mood at the time. Setting is physical — the weather, the room’s atmosphere; social — feelings of persons present towards one another; and cultural — prevailing views as to what is real. It is for this reason that manuals or guide-books are necessary. Their purpose is to enable a person to understand the new realities of the expanded consciousness, to serve as road maps for new interior territories which modern science has made accessible.

“Currently, veterans who were harmed by the top-secret vietnam-era cia program, mkultra, that exposed unwitting armed forces’ service-members to lsd, lack any remedy either in court or through the department of veterans affairs disability compensation system. veterans who received doses of lsd without giving their consent are deprived of their right to due process in the court system, and cannot meet the insurmountable burden of proof required by the va. relying mainly on primary sources, this article tells the tragic and disturbing story of mkultra’s drug experiments on our armed forces personnel. it also analyzes the case law that has thus far precluded relief. finally, it offers a solution: mkultra veterans should be allowed to avail themselves of current case law, such as az v. shinseki, that would lower the burden of proof because supporting documents that would aid the veteran’s claim have either been destroyed by the government or remain classified. by lowering the burden of proof required for a mkultra veteran, the veteran could present a colorable argument for disability compensation. justice would be served in allowing the veteran who was given lsd, without his knowledge or consent, to recover a remedy for the harm imposed on him by his own government. ”
